Public consultation regarding amendment to the Regulations for use of the LNG terminal

KN, in accordance with the provisions set forth in the Rules on public consultation approved by the National Energy Regulatory Council (resolution No. O3-350, dated 28th of October 2011) is announcing a public consultation on the draft of the amendment of the Regulations for the Use of Liquefied Natural Gas Terminal (hereinafter – the Draft Regulations).
 
Changes made in the Draft Regulations regarding the deadlines for the allocation of the regasification capacity of the Spot market cargoes (clauses 74 – 75 of the Regulations) and the reference conditions used by the Operator (for planning purposes calorific value of natural gas has been changed from 11,9 to 11,35 kWh/m3). The starting point for calculating the deadline for the allocation of the Spot market cargo capacity is changed from the start date of the specific month of the year in which the Spot market cargo is scheduled to the start date of the specific Arrival period of the Spot market cargo as provided in the Annual Terminal Services Schedule.
 
The amendments aim to ensure the efficient allocation of regasficiation capacities of Spot market cargoes and at the same time to ensure the procedure of capacity allocation which satisfies the natural gas consumption needs of energy producers who provide isolated work service of electrical power system to the transmission system operator.
 
AB Klaipėdos nafta requests to get acquainted with the Draft Regulations and to submit comments and suggestions by 23rd of November, 2022. Please submit comments and suggestions directly to AB Klaipėdos nafta by e-mail: info@kn.lt or paslaugos@kn.lt. Taking into account the scope of the amendments provided for in the Draft Regulations and in order to effectively implement the planned changes by allocating the nearest Spot market cargo regasificationcapacity, a public consultation period of 3 working days is set, which is considered sufficient to get acquainted with the corrections provided in the Draft Regulations.
 
At the end of the period of public consultation conducted by the company, the company will evaluate the comments and suggestions received during the consultation and submit the final edition of the Regulations to the National Energy Regulatory Council.
